VACANCY ANNOUNCEMENT: EXECUTIVE DIRECTOR (P6)
The Executive Director (ED) is the principal executive officer of the
Institute. The ED is responsible for providing strategic planning,
overall management and institutional representation of the Institute in
fulfillment of its mission, goals, and strategic objectives. In addition
to participating in day-to-day activities, the ED must organize and
coordinate the overall operation of AIR, ensuring efficiency and cost
effectiveness. Under the general guidance of the AIR Governing
Board/Department of Social Affairs and in collaboration with the staff,
she/he must annually develop and submit for Board approval the program
of activities with supporting budget, as well as the report on
implementation and outcome, including financial statements. To this
purpose, the ED must ensure that an appropriate monitoring system is in
place to track progress of program and budget execution.

Major Duties and Responsibilities
Staff Management
- Directs, supervises, leads, guides, coaches, supports and evaluates the performance of staff of the Institute;
- Ensures that all staff have appropriate individual operational plans linked to operational priorities of AIR;
- Assesses
staff development needs and provides/recommends training, coaching and
mentoring or other activities to increase technical and management
skills;
- Delegates his/her authorities to the employees of AIR to the extent necessary;
- Ensures
the realization of team spirit, participatory decision-making process,
gender sensitivity, cost effectiveness staff motivation and spirit of
dedication at all levels;
Planning, Implementation Monitoring and Evaluation
- Plans, organizes,
directs, co-ordinates and controls the day-to-day functions of the
Institute and facilitates the work of the immediate subordinates;
- Coordinates
the formulation of short, medium and long-term objectives and overall
policies, rules, regulations and guidelines based on the mission, and
goals stated in the strategic document of the Institute;
- Continuously
studies and devises new systems and methods that can help the Institute
to perform its activities in more efficient and effective manner;
- Studies
and submits proposals of issues requiring formulation of new policies
and or procedures to the Governing Board/Department of Social Affairs
and implement it after approval;
- Annually submits
to the Board for approval an Action Plan and Budget for the coming year
and a Report on Activities and Financial Outcome for the previous year;
- Takes all managerial decisions based on the general framework of policies and procedures established;
- Takes the lead
responsibility for ensuring that Institute's monitoring and evaluation
systems are participatory, effective and responsive to all stakeholders
and incorporate lessons learned;
- Ensures that all operations are transparent and free of favoritism, and corruption;
Financial and Administrative Management
- Ensures efficient and cost effective operations of all functions of the Institute;
- Ensures that Institution's assets are properly managed and safeguarded;
- Approves
administrative and financial requests within the power delegated to
him/her by the Governing Board/Department of Social Affairs;
- Ensures
clear management, lines of authority and supervision are in place so
that effective delegation of authority and responsibility and
appropriate functioning of the programs exist in a transparent,
accountable and participatory manner;
Coordination, Networking and Reporting
- Ensures periodic
and regular comprehensive progress reports including financial
statements are produced and submitted to the Governing Board/Department
of Social Affairs;
- Ensures
that information on AIR and on its operation and experiences are
documented and best practices are shared with Member States and other
stakeholders;
- Establishes and
maintains relationship and co-operation with the host country,
development partners, donors, and other stakeholders to promote the
objectives and build the image and credibility of the Institute;
- Organize and service workshops, seminars and meetings;
Others Performs other duties assigned by the Governing Board/Department of Social Affairs.
Qualifications and Work Experience Required
- Education/Training Candidates must hold a Master's University Degree in relevant fields of Finance, or Economics.
- A PhD in the aforementioned fields is an added advantage.
Experience
- Candidates must
have at least 10 years of relevant working experience in field related
to Remittances/Migration or Financial Inclusion, of which at least 5
years should be at management level.
Other Technical Skills
- Working knowledge of policy analysis, programmes/project management, implementation, monitoring and evaluation;
- Management
experience, excellent interpersonal skills and ability to organize and
motivate others and to work in a multi-cultural environment;
- Excellent drafting and reporting skills;
- Good communication and negotiating skills;
- Good planning and organizational skills.
- Firm belief in teamwork and gender equality;
- Computer literacy;
- Proficiency in one of the African Union working languages.
- Knowledge of several other working language(s) would be an added advantage.
Language Requirement
- Proficiency in one of the AU working languages (English, French, Arabic and Portuguese) is a must.
- Knowledge of second or all of the other working languages would be an added advantage
Tenure of Appointment
The appointment will be made on a fixed term contract for a period of
One Year (1), of which the first three (3) month will be considered as a
probationary period.

Remuneration
The salary attached to the position is a fixed monthly lump sum of US$
10,748.72 (P6 Step5) inclusive of all allowances for internationally
recruited staff, and US$ 9,529.91 inclusive of all allowances for
