Policy, Advocacy, and Outreach Specialist (Tanzanian Water Resources Project)
Effective with the release of this position announcement, Winrock International is seeking applicants for the position of Policy, Advocacy, and Outreach Specialistfor an anticipated US Agency for International Development (USAID) integrated water resource management (IWRM) program in Tanzania. This is a multi-year project to support the Government of Tanzania in improving the overarching management of water resources. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Policy, Advocacy, and Outreach Specialist (Tanzanian Water Sector)
LOCATION:Tanzania
UNIT: Water, Energy and Infrastructure (WE&I)
PROGRAM SUMMARY:
Winrock is seeking Policy, Advocacy, and Outreach Specialistcandidates for an upcoming USAID-funded integrated water resource management (IWRM) program in Tanzania. Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
· Contribute to national and regional policy dialogues in the water sector
· Coordinate research, policy analysis and collaborative dialogue among various stakeholders
· Build collaborative relationships with government authorities, private sector, civil society stakeholders and other development partners involved in the water sector
· Brief program managers and project stakeholders on sector developments
· Be a strong advocate on behalf of the project both within Tanzania and to the international community
· Maintain networks and manage relationships with partners, policy makers and other stakeholders
· Prepare reports, memos, presentations, and lessons learned, as needed
QUALIFICATIONS AND BACKGROUND:
Education: Relevant advanced degree required. Master’s or Law degree preferred.
Work Experience: Minimum 5 years’ experience working on policy, advocacy and outreach required. Experience should ideally be focused around development projects, specifically water.
Experience with or understanding of integrated water resource management, water supply, WASH, climate change impacts and biodiversity conservation.
Prior work with USAID funded projects is optional, but highly desired.
Experience working to build institutional capacity of government counterparts at the national and/or local level.
Policy and advocacy experience in Tanzania or East Africa is required.
Skills: Strong competency with in depth policy analysis, including developing analysis papers and briefs.
Energetic and dynamic approach to building partnerships and promoting innovative program initiatives and results.
Must be comfortable in high-level representational role as well as interacting with beneficiaries.
Excellent management, communication, and organization skills are required.
Fluency in English and expertise in local language is required.
