Tanzania Petroleum Development Corporation (TPDC) is a National Oil Company established in 1969 with a mandate to undertake petroleum development in a selected petroleum potential areas throughout the country, including the continental shelf of Tanzania.
In line with such mandate TPDC has formed subsidiary companies namely Gas Supply Company Limited (GASCO) and Commercial Petroleum (COPEC) to perform various tasks. The main roles of the established subsidiaries are: GASCO is responsible for the management of natural gas processing plants, natural gas transmission pipeline, natural gas distribution networks and gas aggregation; COPEC is responsible for managing the National Strategic Petroleum
Reserves and downstream operations as deemed fit for long term benefits of the nation.
To effectively manage the above responsibilities, TPDC is looking for experienced, dynamic, energetic, visionary and qualified candidates to fill senior positions within the Corporation and its subsidiaries.

 Head of Public Communications Unit 

PURPOSE AND SCOPE OF POSITION
The Head of Public Relations is responsible for providing information to the Company and the Public with a view of enhancing the image of the Company.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Ensures the Collection and dissemination of appropriate information to all Stakeholders;
Supervises preparation of company's communication strategy;
Keeps general public aware of the Company activities;
Prepares plans and strategies on Corporate Social Responsibilities;
Coordinates press briefings;
Coordinates Company's public events;
Ensures and supervises designs of Company promotional publication materials such as diaries, calendars, posters etc;
Supervises the arrangements for promotion and trade exhibitions;
Promotes Company's activities programs and policies;
Coordinates the arrangement for reception of foreign and local visitors;
Liaises with Manager Finance and Administration on arrangements of official functions and receptions; and Performs any other duties as may be assigned by superiors.

MINIMUM QUALIFICATIONS
Holder of a Master Degree in Mass Communication/Journalism/Public Relations or equivalent qualification from a recognized institution

WORKING EXPERIENCE
At least 10 years working experience from a recognized Organization, of which 3 years must be at senior level. Proven high administrative and
managerial ability in the oil and gas industry is essential.

Head of Health: Safety and Risk Management Unit

PURPOSE AND SCOPE OF POSITION
The Head of Health, Safety and Risk Management unit shall be the principal advisor of the General Manager on all matters concerning health, safety and risk management in the Company.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Assists and supports the General Manager in carrying out health, safety and risk management polices in the Company as specified by the Board;
Reviews the designs and implementation of health, safety and risk management plans and programs in the Company;
Implements a set of health, safety and risk metrics and reports, including losses and incidents, key health, safety and risk exposures and early warning indicators;
Reviews policies and strategies for health, safety and risk management;
Reviews health, safety and risk reports;
Improves the Company's health, safety and risk management readiness through communication and training programs;
Ensures that the Company is in substantial compliance with its internal operating policies and procedures and any legal, regulatory or contractual requirements; and
Performs any other duties as may be assigned by superiors.

MINIMUM QUALIFICATIONS
• Holder of a Master Degree in Health/Safety/Risk Management or equivalent Qualification from a recognized institution;

Head of Procurement Management Unit 

PURPOSE AND SCOPE OF POSITION
The Head of Procurement Management Unit shall organize, plan, and manage all procurement undertakings of the Company. Also shall align procurement with mission and vision of the Company.

PRINCIPLE DUTIES AND RESPONSIBILITIES
Manages procurement and disposal by tender procedures;
Supports the functioning of the tender board;
Implements the decisions of the tender board;
Acts as a secretariat to the tender board;
Prepares tendering documents;
Prepares advertisement of tender opportunities;
Prepares contract documents;
Issues approved tender documents;
Maintains and archive records of the procurement and disposal process;
Maintains a list of register of all contracts awarded;
Prepares monthly and quarterly reports for the management, tender boardand PPRA; and
Performs any other duties as may be assigned by Superiors.

MINIMUM QUALIFICATIONS
Holder of a Master Degree in Procurement and Supplies Management with Certified Procurement and Supplies Professional (CPSP) or equivalent qualification from a recognized institution.

At least 10 years of working experience, of which 3 must be at a senior level. Proven high administrative and managerial ability in the oil and gas industry is essential.

Head of Internal Audit Unit 
PURPOSE AND SCOPE OF POSITION
The Head of Internal Audit manages the activities of the internal auditing function which reviews accounting, financial and other records of GASC a and its operating units. Also, shall be responsible for the implementation of systems of internal audit control that ensure reliable records that safeguard the Company's assets.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Develops comprehensive audit programs;
Ensures proper control of resources;
Ensures compliance with laws, regulations and procedures;
Reviews and report reliability of financial statements and operational data;
Carries out performance audit;
Participates in the audit of financial statements with external auditors;
Ensures that Company's assets are adequately controlled and safeguarded;
Supervises a series of detailed stocktaking checks;
Provides advice to all levels of management to facilitate implementation of approved audit report recommendations.
Implements internal control systems of the Company;
Coordinates audit programs with external auditors on routine checking and audits;
Trains staff in the fundamentals of auditing and investigations;
Carries out management audit to enhance the quality of management performance; and
Performs any other duties as may be assigned by Superiors.

MINIMUM QUALIFICATION
Holder of Master Degree in Accountancy from a recognized Institution, CPA (T) and registered with NBAA in the category of Authorized Auditor/Accountant.
Possession of Certified Internal Auditor (CIA) qualification is an added advantage.

Head of Legal Services 
PURPOSE AND SCOPE OF POSITION
The Head of Legal Services is responsible for providing legal services to the Company in accordance with Company's act and other legal requirements.
He/She shall serve as Legal Secretary for the company.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Makes arrangements for and gives notice of all Board meetings.
Provides legal services to the Company
Provides legal advice and assistance to Divisions and Units' on interpretation of laws, terms of contract, terms of agreements, procurement contracts, guarantees, memorandum of understanding, consultancy agreements and other type of agreements, and other legal documents;
Liaises with user departments and units to ensure proper management of the contracts;
Represents the Company in the court of law;
Ensures compliance of the legislation relating to energy sector;
Prepares minutes, agenda, notices, and subsequent correspondence in connection with meetings of the Management
Committees and Governing Board of Directors;
Attends all meetings of the Governing Board of Directors and Management Committee and keeps a record of the proceedings;
Prepares minutes of Governing Board meetings and provides heads of departments with copies of resolutions or extracts from the minutes, where appropriate;
Acts as custodian of the seal of the company;
Provides efficient and effective insurance covers to the Company's property and arranges and administers all pension schemes.
Assembles data required for the preparation of memorandum and articles of association and certificates of incorporation, or any other legal document; .
Arranges for presentation and filing of legal documents to the appropriate authorities;
Ensures the safekeeping of the Company's records and legal documents, including contracts;
Reviews all Company's contracts and advises on the company's obligations and rights;
Participates in and advises on all negotiations which might lead the Company into legal commitment;
Handles all legal disputes involving the Company; and
Undertakes any other related duties as may be assigned by Superiors.

MINIMUM QUALIFICATIONS
Holder of an LLM degree from a recognized institution. Possession of full ICSA certificate will be an added advantage. He or she must be a registered Advocate of the High Court of Tanzania.

Manager : Finance and Administration 

PURPOSE AND SCOPE OF POSITION
The Manager Finance and Administration shall ensure the operation of effective system of control of the Company's assets and liabilities. He/She shall provide financial and management accounting services for the Company including budgeting and budgetary control.
Also shall develop effective policies, procedures and systems for the recruitment, development and retention of personnel with requisite skills required by the Company. Develop and maintain good public and industrial relations and provides competent advice to management in personnel training and welfare.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Manage the full range of the Company's finance and administration functions in accordance with the approved rules and regulations;
Ensures sound financial management practices are developed and maintained;
Plan a sound capital structure so that a balance is maintained between debt and equity capital;
Provides effective financial control systems on all capital projects by liaising fully with other managers;
Prepares and controls Company plans and budgets related to provision of accommodation, capital equipment's, house-hold and office supplies and services;
Keep proper books of accounts including preparation of periodic/annual reports, management reports and statements;
Prepare annual human resources budget and plans for effective utilization of staff;
Develop human resources policies and guidelines for effective management of staff;
Develop comprehensive succession plan for enhancement of company's plan;
Develop appropriate staff training plan;
Arranges for insurance and security of Company's properties and assets in liaison with other heads of departments / units and in particular the Legal unit;
Coordinates and arranges for outsourced services for the Company;
Ensures staff requirements for various positions are reflected in the company strategic plan;
Ensures the development and maintenance of staff pension and retirement benefit schemes, smooth and adequate provision of Medicare;
Develops and manage company's incentive schemes include salary administration
Administers and coordinate Human Resources (HR) in accordance with company's procedures; and
Performs any other related duties as may be assigned by Superiors.

MINIMUM QUALIFICATIONS
Holder of a Master Degree in Business / Public Administration and CPA (T) or equivalent qualifications from a recognized institution. Specialization in international finance shall be an added advantage

Manager Gas Plant 

PURPOSE AND SCOPE OF POSITION ,
The Manager Natural Gas Plants Operations shall be responsible for processing of raw natural gas from fields, ensure optimal operations and maintenance .- of gas processing plants and gathering stations'. He/She shall assist department of natural gas distribution in coordinating the supply of natural gas from upstream gas developers. Also, shall be responsible for overall employee and facility safety and plant operational reliability.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Manage all aspects of processing plant operations and maintenance;
Provide strong, visible Heath Safety and Environmental (HSE) leadership and ensure HSE adherence in every employee;
Manage the overall operational, budgetary, and financial responsibilities and activities of the processing plant;
Coach, mentor and develop staff by providing appropriate training and career development planning;
Establish Facility HSE Metrics in compliance with OSHA and EPA Standards and Champion the Facility's Process Safety Management
(PSM) Program;
Champion the preparation of the Facility's Emergency Response (ER) Plan, Coordinate and Conduct Annual ER Drills;
Ensure a minimum Processing Facility Reliability of 98% is continuously achieved;
Ensure the quality of natural gas exported from the facility meets required specifications;
Implement effective Computerized Maintenance Management System (CMMS) and ensure all Maintenance Activities are well planned and executed as per Annual Maintenance Schedules;
Manage all Statutory Inspections of Plant and equipment are completed as per inspection schedules;
Manage the preparation and presentation of operational and statistical reports on facility performance, approve final reports and disseminate the same;
Plan staffing levels and maintain employee work schedules including assignments, job rotation and overtime scheduling;
Respond to emergency call outs ;and
Performs any other related duties as may be assigned by the Superior.

MINIMUM QUALIFICATIONS REQUIRED
Holder of a master's degree in natural gas engineering or natural gas technology or related master in natural gas production, processing, liquefaction or related field.

WORKING EXPERIENCE
At least 10 years' experience of which 3 years must be at senior level in related fields. Proven high administrative and managerial ability in the oil and gas industry is essential.

Manager Transmission Pipeline

PURPOSE AND SCOPE OF POSITION
The Manager Natural Gas Transmission Pipeline shall manage all activities required to safely and efficiently operate the Natural Gas Pipeline Transmission Systems. He/she shall be responsible for management of the natural gas transportation from processing plants from different location. Also, shall ensure optimal operations, maintenance and safety of transportation pipeline facilities.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Provide strong, visible HSE Leadership and develop HSE commitment in every employee;
Manage all aspects of daily Pipeline Operations and Maintenance, including Support Services;
Manage the overall operational, budgetary, and financial responsibilities and activities of the Facility;
Coach, mentor, and develop staff, providing appropriate training and career development planning;
Establish Facility HSSE Metrics in compliance with OSHA and EPA Standards and Champion the Facility's Process Safety Management (PSM) Program; .
Champion the preparation of the Pipeline Emergency Response (ER) Plan; Coordinate and Conduct Annual ER Drills;

Supervise and manage the preparation and presentation of operational and statistical reports on Pipeline Performance; approve Final
Reports and disseminate same as per GASCO's internal reporting requirements and for external parties in accordance with contractual obligations;
Plan staffing levels and maintain employee work schedules including assignments, job rotation and overtime scheduling;
Complete Annual Performance Appraisals as per GASCO's HR Procedures;
Approve expenditures and payments under the Pipeline Manager's Approved Financial Authorities and
Performs any other related duties as may be assigned by the superior .

MINIMUM QUALIFICATIONS REQUIRED
Holder of master degree in Chemical and Process /Mechanical/Gas Engineering or equivalent qualification from a recognized institution .

WORKING EXPERIENCE
At least 10 years' experience of which 3 years must be at senior level in related fields. Proven high administrative and managerial ability in the oil and gas industry is essential.

General Manager
PURPOSE AND SCOPE OF POSITION
The General Manager shall be responsible for management of natural gas processing plants, natural gas transmission pipeline and distribution network. Shall identify, undertake and oversee related natural gas business, infrastructure development and value addition activities.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Provide strategic leadership and operational direction of the Company;
Formulate and implement Company vision, Objectives and strategies;
Implement directives of the govern Board pursuant to company's objective;
Ensures that the company resources, both human, financial and physical are nurtured, developed, managed and harnessed optimally;
Formulates, within the general strategy set by the Governing Board, and in cooperation with other oil and gas marketing companies, the distribution of natural gas and its products within the country and for exports;
Formulates, within the general strategy set by the Governing Board, and in cooperation with other oil and gas marketing companies, the distribution of natural gas and its products within the country and for exports;
Manage Operations of Natural Gas processing plants, transportation pipelines, distribution networks, Compressed Natural Gas (CNG), LPG extraction from natural gas, natural gas liquids and Gas to Liquids (GTL) conversions;
Oversees roles of the company as a natural gas aggregator;
Manage purchase, process, transport and sale natural gas and related products to meet the market demand;
Ensure attraction of new business by providing innovate and integrated infrastructure options;
Manage Marketing and sale of natural gas and its products to end users;
Ensure safety and security of its natural gas infrastructure in the mid-stream and downstream;
Supervise export of natural gas, natural gas
Liquids/condensate and LPG extracted from natural gas;
Liaises with subsidiary companies of the Corporation involved in oil and gas midstream and downstream business in promoting their activities;
Formulates and participates in negotiations of all contracts involving marketing operations of natural gas in midstream and downstream activities, operation and maintenance agreements, and product sales/purchase agreements;
Supervises midstream and downstream research activities to ensure efficiency and provide technical advice in research and project development;
Approves conceptual designs and plans for plants, equipment and pipelines to ensure that they meet requisite standards;
Monitors development projects during appraisal, construction and implementation to enhance efficiency;
Designs, implements and facilitates Company's annual plans;
Promotes sales of Natural G.as in and outside Tanzania;
Ensure that the company wide policies are uniformly understood and properly interpreted and administered by subordinates; reviews and approves :-opposed policies and procedures.
Monitors performance of senior staff, including matters of integrity, transparency and compliance with the governing policies, rules, regulations with the governing policies, rules regulations and code of conduct;
Oversees staff development in the Company and Performs any other related duties as may be assigned by the Governing Board.

Minimum Qualifications

Holder of a Master Degree in Marketing, Business Administration, Economics, Finance, Engineering or equivalent qualification from a recognized institution.
Possession of a PhD in relevant fields is an added advantage.

Working Experience
At least 13 years' experience of which 5 years must be at Managerial Senior level in related fields. Proven high administrative and managerial ability in the oil and gas industry and knowledge of international oil business is essential.

As per TPDC Salary Scale
TERMS OF EMPLOYMENT
The terms of employment for General Manager GASCO and General Manager COPEC, shall be contractual for a term of 5 years,
renewable upon satisfactory performance.
The terms of employment shall be unspecified term contract for the post other than General Managers.
