The Tanzania National Roads Agency (TANROADS) is an Agency under the ministry of Works which is responsible for the development and maintenance of the Truck and Regional Roads network together with enforcement of Axle Load control by using Weight Bridges

The Regional Manager- Lindi on behalf of the Chief Executive TANROAD is looking for suitably qualified Tanzanian individuals to fill vacant positions available for the position of Accounts Assistant at the Regional Manager’s office and operations of the weightbridges located at Nangurukuru and Mingoyo.

Apart from qualifications requirements outlined in each position, for candidates to assume the positions must be trustworthy, responsible, reliable, accountable and with high degree of integrity

Key qualifications for the shift in charge
• Age; Between 35 and 40 years
• Education minimum qualifications; Holder of Bachelor Degree in any Engineering Field. High qualification will be advantage
• Must be a computer literate at least certificate in computer applications
• Must be fluent in Kiswahili and English
• Must be Tanzanian citizen

Responsibilities
• Enforcement of Road Traffic Axle Load Control by use of the weighbridge Scale devices
• Overall supervision of shift activities at the weighbridge station

Duties
• Carrying out vehicle weighing activities as described in the Road Traffic (Maximum Weight of Vehicles) regulations, 2001 and weighbridge operations manual
Observe good customer care, dignity and integrity
• Any other duties as may be assigned by the Regional Manager

Objectives

The Programming and Budget Department (COPB) of the African Development Bank is responsible for development and coordination of the Bank-wide programming and budgeting processes that guides planning, deployment, and corporate performance monitoring of the Bank’s operational, human and financial resources in line with the Bank’s strategic goals and priorities.

Duties and responsibilities

Reporting to the Director COPB, the Manager will be responsible for planning, organizing, coordinating and leading the activities of budget programming, policies and processes. The Division Manager, COPB.1, will perform the following duties :
Budget Programming:
  • Lead and coordinate the preparation of the Budget Framework (BFD) and Program and Budget (PBD) Documents in collaboration with Strategy and Operational Policies (COSP), Resources Mobilization and External Finance( FRMB) , and Financial Management  (FFMA) departments;
  • Manage the Bank-wide medium term resource framework in line with corporate priorities, sustainable lending and resource options;
  • Promote accountability for a greater predictability of resource requirements and utilization;
  • Ensure coordination with operation complexes in order to formulate criteria and methodologies for determining country and sector resource allocations; and
  • Update the regulatory framework and institutional governance of programming
Budget Policies and Processes
  • Update the policies guiding budget management and enhancement of budget processes and integration into Bank-wide processes.
  • Enhance budget policies and processes: (i) in line with the budget reforms; and/or (ii) based on feedback from the budget-user community within the Bank; and/or (iii) emanating from active benchmarking/best practice identification among sister institutions; (iv) ensure its integration with cross-cutting processes: integration with Human Resource (HR) planning, operations programming, support departments activities, etc.;
  • Continuously review and enhance policies and processes related to the budget management activity (i.e. budget transfer, budget object creation, staff planning, policy or guidelines related to special initiatives, capital budget, etc.);
  • Lead and coordinate the periodic reviews of the regulatory framework and institutional governance of the Bank’s budget processes; and carry out necessary budget processes reviews in line with policy changes
Budget Data Management :
  • Responsible for leading the team in collecting, controlling, consolidating, storing and maintaining information related to budget preparations, including for prior years. Provides:
  • Analytical tools to assess the alignment of budget submissions with set institutional priorities;
  • Arbitration reports to facilitate decision making at Senior Management level;
  • Guidance to organization units on efficiency gains and potential cost savings to optimize resource allocation and usage;
  • Assessment of the reasonableness of budget submissions based on historical trend, submitted work programme, and budget execution data;
  • Inputs to the multiyear/annual Programme and Budget Document (PBD) by preparing detailed and appropriate summary of budget information based on the quantitative data maintained;
  • Verification and promotion of the existence, validity and reliability of data in Strategic Resource Assessment System (SRAS) and in the Bank Group Enterprise Resource Planning (SAP) system to ensure availability and usability; and
Budget Control Framework : 
Ensure the reliability of the control framework during budget execution and that the following processes are efficiently carried out by the team:
  • Perform first line user support roles by ensuring that SAP-CO system is well maintained and master data is efficiently maintained;
  • Ensure budget controls enhancement, budget reconciliation (including SAP-FI/CO), and ensure the overall integrity and reliability of budget information system; and
  • Lead all SAP-CO user related activities (SAP functional upgrade, carry over, budget loading and update, staffing control, budget transfer, CO-HR, FCR, etc.).

Selection Criteria

  • At least a Master’s degree in Economics, Finance, Accounting, Business Management or Administration or any related field.
  • A minimum of 8 years of relevant working experience, and at least two years of which should be in a management or leadership role.
  • Knowledge in Budgeting policies, practices and  regulations will be an added advantage
  • Experience with preparation of strategic reports and/or research publications will also be an added advantage.
  • Experience of working in a team oriented, multi-cultural international or professional environment
  • Demonstrated capacity to lead and advice on new projects and initiatives and change management initiatives
  • Track record of leading and developing teams and managing projects and  programmes

    Objectives

      2016 NORWAY QUOTA SCHOLARSHIP SCHEME - TANZANIANS

       
      The Norwegian Government offer scholarship funds for the Quota Scholarship scheme for Bachelor’s, Master’s and PhD Students from Developing Countries at universities and university colleges in Norway 2015/2016
      Accepted Subject Areas: Students usually apply for degree programmes that serve as a continuation of their studies in their home country or for courses which can be a joint part of a degree programme in their home country (joint degree or sandwich programmes). Most of the programmes offered are at Master’s or PhD level, but the Quota Scheme also offers certain Bachelor’s study programmes.
      About Scholarship
      The main objective of the Quota Scheme is to contribute to capacity building through education that will benefit the home country of the students when they return. The Scheme is also intended to strengthen relations between Norway and the selected countries and thus contribute to internationalization at Norwegian institutions of higher education. Most universities and university colleges in Norway participate in the Quota scheme. The institutions involved are allocated a certain number of students under the programme each year.       Number of Scholarships

      Context/Scope:Tanzania is the largest country in East Africa by geography and by population (approx 42m people, with a growth rate of 2.8%). It is a member of the East African Community whose headquarters is in Arusha in Tanzania. The largest population, however, is in Dar es Salaam, which is the commercial capital. Tanzania is well endowed agriculturally and has vast mineral resources in the western part of the country, where the largest urban centre is Mwanza.

      Serengeti Breweries Ltd (SBL) operates exclusively in Tanzania and is the 2 nd largest beer company with a market share of 17%. It is an integrated demand/supply business with 2 operational breweries in Dar and Mwanza, and a third one being built in Moshi, which is situated in the northern part of the country near the Kenyan border. SBL’s flagship brand is Premium Serengeti lager, which accounts for 85% of SBL sales volumes. The other beer brands are Uhuru and Kick. In addition SBL produces and markets Vita-Malt. 

      SBL’s 2 fully operational breweries in Dar es Salaam and Mwanza have a combined capacity of 1 m Hls. The 3 rd brewery with a capacity of 0.5m Hls is under construction in Moshi and is expected to be ready for operations in H2 of F11. 

      Market Complexity:SBL operates in a competitive environment and in a vast geography. The main player in the beer industry is Tanzania Breweries Ltd. (TBL), a subsidiary of SABMiller, who until recently were a third party manufacturer of EABL brands Tusker, Pilsner and Guinness. As a result of the cessation of the agreement between TBL and EABL, there is heightened competitive activity in that market.
      There is growing consumer affluence and consumerism, giving rise to greater opportunities in our product categories. 

      Purpose of Role:To provide a dedicated management accounting and performance measurement service to the operations and logistics team involved in the manufacturing of beer and spirits. The supply business comprise of the operations and logistics, and each area has key controls that are necessary to mitigate against financial loss while providing financial visibility on packaging, brewing processes for both beer and spirits as well. The role also doubles up as stock accountant for the business. 

      Top 3-5Accountabilities1. Coordinate the monthly and annual stock counts across all stock categories. Ensure that all the stock variances are fully explained.
      2. Ensure that all raw materials and components used in the month are issued to process orders within the month.
      3. Ensure that the monthly stock variances are approved in line with SOA. 
      4. Ensure at all stock accounts are fully reconciled to the GL and Physical stocks on monthly basis
      5. Supervise the stock analyst s both for the for Beer process and Empties process
      6. Provide returns for payment of Excise duty on beer and spirit.
      7. Ensure that adequate controls are maintained on the compliance issues
      8. Monitor the status of stock obsolescence to ensure adequate provision is maintained.

      • Proficient in the use of ERP systems, preferably Tally, Maximo/SAP 
      • Sound people management skills, including the ability to motivate and challenge a team to deliver results
